Found several examples on the web of people having the same issue when using these ActionPacs in older dishwashers. Apparently some older models have more powerful motors/water pressure than modern models. This cause over sudsing which leads to leaks past the door seal.

So simply put, pods will start to dissolve in the pre-rinse cycle, which is intended to knock off food particles, not clean dishes. They will likely still be partially intact during the cleaning cycle(s), but certainly not enough to perform at their fullest effectiveness.

As the pod dissolves, the detergent is released into the dishwasher, where it mixes with the water. The surfactants in the detergent start to break down grease and food particles, creating a soapy solution that will clean the dishes.
