In most situations, a good rule of thumb is to use a primer plus two coats of paint. If you use this rule, you may do one more coat than needed but this won't hurt the final product. Normal recommendation is 24 hours just to be safe. That said I've painted after a few minutes at times. Depending the kind of painting you are doing. If you're applying a lot of wet coats (glazes, washes, very thin paint) then you should give it 24 hours.
