The active ingredient is Alkyl dimethyl benzyl ammonium chloride, which is 9.9% of the product. This ingredient is also known as Benzalkonium chloride, and it is one of the active ingredients in Clorox wipes. The interesting thing is that Clorox wipes do not contain bleach.
Just thoroughly wet the DRY surface with Wet & ForgetⓇ and then forget about it. The elements (wind and rain etc) will slowly wash off the stain. If the surface to be treated is not fully exposed to rainfall or is vertical, some assistance may be required to remove the stains.
